עם השינוי בנציבות פתח ד״ר בלומנפלד בשנת
1847 בפעולה מדינית, בהציעו להעניק ליהודים את
זכות־האזרחות של העיר, אולם הצעתו עוררה סערת־
התנגדות בין העירוניים הנוצרים. ד״ר בלומנפלד
וחבריו לא דאגו לעניני הקהלה המקומיים בלבד
והחליטו לטפל גם בעניני היהדות הגליצאית כולה.
מתוך גישה זו כינס ד״ר בלומנפלד, בקיץ 1847, את
נציגי הקהילות הגדולות, לבוב, ברודי, טרגופול,
סטניסלבוב, סטריי וסמבור, לדיון במצב והחליטו
להגיש לממשלה תזכיר שיתאר במפורט את מצבם
העגום של היהודים, ולבקש את ביטול הגבלות השיכון
ואת המסים המיוחדים, ביחוד מס־נרות ומס־בשר כשר.
מכיוון שלפי החוק אסור היה לקהילות להגיש פטיציות
קולקטיביות, הוחלט שכל קהלה תשלח את הפטיציה
