גם תעשיינים מאוסטריה־תחתית פנו אל הממשלה
בוינה בבקשה שלא להגביל את חופש־המסחר של
יהודי לבוב שהם לקוחותיהם. בתשובתם מפברואר
1794 הדגישו שלטונות וינה שהיהודים בלבוב השכילו
לרכוש את הדירות והחנויות הטובות ולדחוק מהן את
הסוחרים הנוצרים. מטרת התקנה היא להחזיר את
היהודים למקומותיהם, וכי לא יחול שום שינוי, והתקנה
תבוצע לחלוטין. היהודים לא ויתרו על זכותם,
