המלך הטיל על העיריה בתקנתו את כל האחריות
על התוצאות עד שיגמר הענין, והציע לעיריה להתיר
ליהודים מסחר חפשי, אולם העירונים לא נשמעו אפילו
להוראות המלך. ב־17 באפריל 1589 קבע זיגמונט וו
ועדה מיוחדת בהשתתפות הויבודה של רייסין הרביר ט
מפולשטיין, מיקולאי הרבורט הסטרוסטה מלבוב,
סטניסל ב פודלצקי, סגךהשופט ויקטורין קיבאלסקי,
והסטרוסטה מהאליץ וקולומיא סטניסל ב ורלודק
מהרמנוב. מטרת הועדה היתה לבדוק במקום את כל
הפריבילגיות של העירונים ושל היהודים ולמסור את
חוות־דעתם לבית־המשפט שטיפל בערעורים
