... בסוף נובמבר 1941 החל לפעול ה״ארבייטסאמט״ (משרד העבודה) הגרמני והוא צווּה להמציא לו רשימות כל הגברים והנשים, גילאי 16־60. כל "יודנראט" חויב לספק מכסת עובדי־כפיה, שיישלחו למחנה עבודה בורקי וויילקיה (16 > 1611 /\/\־ 1 > 1 ח 80) ליד טארנופול, ויוחלפו מדי ששה שבועות על ידי אחרים.
ה״יודנראט" הסקאלי ניסה להתחמק מגזירה זו בטענה שהאנשים הכשרים לעבודה עסוקים בעיירה עצמה ב״משמר הגבול״ ובאחוזה. לא הועילו לו טיעוניו. הוא קבע 50 אנשים מתוך הרשימה שבידו, והם הובלו לצ׳ורטקוב ב־2 בדצמבר 1941. בהגיעם למקום הריכוז הבחינו בתכונה חשודה של שוביהם והחלו לברוח לכל עבר. גם 22 מאנשי סקאלה ברחו והתחבאו, וה״יודנראט" נצטווה למצאם ולהחזירם למחנה, אחרת תיפעל נגדו ה״גסטאפו".
