בתקופה זו נאבק רובו של הציבור על קיומו ועל חיפוש
מקורות פרנסה ארעיים, דלים ובלתי־בטוחים. נוצר אמנם מעמד
של יהודים אמידים וכמה מהם אף עשירים, אולם שכבת העניים
היתה גדולה לאין שיעור. בין אלה לאלה הפרידה שכבת "הבורגנות
הזעירה": סוחרים, שפרנסתם על מכירת תוצרת בדים, הנעלה, כלי
עבודה, חומרי בנין וסדקית לסוגיהם ולמיניהם לאוכלוסיה
הנוכרית. ממנה נקנתה התוצרת החקלאית: תבואה, קטניות,
מספוא וביצים, שחלק ניכר ממצרכים אלה יוצא על ידי
"האכספורטרים" (יצואנים) למערב־אירופה ואפילו מעבר לים.
בימי רביעי בשבוע נערך יריד, שאליו היו מתכנסים אלפי אכרים
מכפרי הסביבה. סוחרי סקאלה היו, מצידם, נוסעים לירידים
שנערכו בעיירות אחרות ומביאים לשם תוצרתם: בדים וביגוד
מוכן, עורות, מגפיים ונעליים, פרוות כבשים מעובדות וכובעי
פרווה. בעיירה אולאשקובצה (לשקביץ) היה מתקיים יריד שנתי
גדול שרב היה פרסומו ברחבי גאליציה המזרחית ובו תפסו מקום
נכבד סוחרי סקאלה. (בפולקלור היהודי היתה רווחת האמירה:
