יהודים קאלה התעניינו בזרמים הפוליטיים וגם בשטח זה
לא שררה תמימות דעות. החלוקה העיקרית הייתה בין ציונים
וסוציאליסטים, והבדלי ההשקפות התבטאו לא רק בוויכוחים
סוערים אלא גם ביריבות ועוינות. כאלה היו היחסים בתוך
הקהילה היהודית ואילו בינה לבין האוכלוסיה הנוצרית שררו
יחסים הוגנים בדרך כלל והאנטישמיות לא הורגשה במיוחד
היהודים היו רוב אוכלוסיית העיר עד שלהי המאה ה־19 וקצת
פחות ממחציתה על סף מלחמת העולם הראשונה. בהתאם ליחסי
כוחות אלה היתה ליהודי סקאלה נציגות נכבדה במועצת העיר
וכהונת סגן ראש העירייה היתה, איפוא, שמורה במשך שנים רבות
ליהודי. התפרסם במיוחד בתפקיד זה וולף איציק פרייפלדר
שרחשו לו הערצה אף עמיתיו הגויים. דעתו היתה מתקבלת בדיוני
הנהלת העיריה, אפילו אם היתה דעת יחיד. החברים האוקראינים
היו מצטרפים אליה, באמרם: "נאיווז׳ה בודה יא קפאן וולקו
