הצדיק ר׳ יעקב מאיר מיאלובקי, ומתלמידיו של הגאון
ר׳ חיים מוואלוזין והיה רב אב״ד בסוקולקי, בסטאויסק־
ומשגת תרט״ז במאקוב. (עיירת מחוז בפולין, במחוז
לומזה) בה פעל כ״ה שנים ונפטר בשנת תרמ״א. ר'
אפרים פישל נחשב כאחד הרבנים המפורסמים בדורו
ומובהק בהוראה. הסכמותיו נדפסו בהרבה ספרים של
מחברים בני דורו. על אחד מהם "עמק שוה", להרב
הצדיק ר׳ שבתי מהורודוק (ווארשה תרל״ט) באה הס־
כמתו ליד דברי הסכמתו של הגאון המפורסם רבינו
עקיבא אייגר, רב פוזנה. הסכמתו ניתנה גם בספר
שו״ת "תפארת צבי" להגאון ר׳ צבי הירש זאמושט
