אולם הפועלים לא נחו ולא שקטו, והיו מעלים בלא הרף את
תביעותיהם ונכונותם להילחם למען הגנת האינטרסים שלהם ולהפלת
המשטר. פורצות שביתות ומהומות. בראותם את האש המתלקחת,
נוכחו השלטונות שיש לבלום את סערת הרוחות במתן הנחות ולמנוע
סיבוך המצב. אז מבטיחה הממשלה קוסטיטוציה ו״דומה" (ביוד
נבהלים), והאזרחים ששׂו ושמחו לקראת ההכרזות האלה, שהיו אמנם
נבובות ומילוליות גרידא. הפועלים לא האמינו בהבטחות הממשלה
ונמנעו מלהשתתף בבחירות לבית־הנבחרים הרוסי הראשון, ב־1906.
מה שאין כן הציבור האזרחי — גם היהודי — שהשתתף בבחירות
באמונה, שהפרלמנט הרוסי יכריז על עקרונות החירות והשוויון.
נבחרו אמנם שנים־עשר צירים יהודים ל״דומה" הראשונה, אך כעבור
