בזמן הראשון, עם צאת המגוייסים, לא הורגש בהרבה צוק המלחמה. אותותיה ניתנו רק
כשהרוסים התחילו לנחול מפלות בחזית גליציה -- רק אז, כל מוראות-מלחמה הזאת נתנו
אותותיהם. גזירה יצאה מעם המפקד העליון ניקולאי ניקולאיביץ, שיהודי מחוז סוכלק, לובלין
וחלם, חייבים תוך 24 שעות לעזוב את בתיהם. בדוד-הורודוק והלאה מזה, נראו פליטים יהודים,
