... בשנת 1861 נתנה הממשלה רשות לערוך בחירות
חדשות לעיריה. כנציגי היהודים נבחרו שוב החברים
הנ״ל. העיריה החדשה ניגשה לעבד תקנון עירוני
חדש, ורוב חברי־המועצה רצו להשאיר בו את הגבלת
מספר הנציגים היהודים במספר של 15 חברים ולקבוע
שכל רכוש העיר שייך לאוכלוסיה הנוצרית בלבד.
נציגי־היהודים מחו נגד ההצעות, אך נתמכו רק במספר
קטן של הליברלים הפולנים כגון מיציסל ב דארובסקי,
רוברט העפערן, סטאניסל ב פילאט, זיגמונט רודאקובסקי
ופלוריאן זיאמליאקובסקי. עמדת הרוב הפולני הביאה
