... ב־1 במרס 1891 הגיש עלר־הדתות ברון גאוטש לפרלמנט ולבית־המחוקקים העליון (העררענהויז) את החוק "על העדה הדתית היהודית" שנתקבל בלי שום התנגדות עקרונית, מלבד הנאומים אנטישמיים אחדים בפרלמנט, שלא נגעו בתוכן הצעת־החוק, אלא היו מכוונים לתעמולה לבד.
