"לכל אזרחי הממלכה חופש מלא של הדת והמצפון
וחופש אישי״, ובסעיף 27 נקבע להביא אל הפרלמנט
הראשון הצעהרחוק בענין חיסול הגבלות החוקיים
האזרחיים והפוליטיים של עדות דתיות.
הפולנים הקימו ב־28 באפריל 1848 מועצה לאומית
(ראדא נאראדאווא) בת 25 חברים 7). בשל האיסור
שחל על קיום ארגונים פוליטיים, נוסד העתון "ראדא
נאראדאדוא" והועד הלאומי הוכרז כועד המערכת.
כנציגי היהודים הוזמנו ד״ר אוסבלד מנקס, אברהם
מיזם, מאיר מינץ והרב כהן. המועצה השגיחה על
הגברדיה הלאומית, שכללה גם פלוגה יהודית בת 300
איש בפיקודו של עמנואל גאל. כל חבר פולני של
הגברדיה מחויב היה לחתום על הצהרה "להכרת
הסטודנטים הגרמנים והיהודים כאזרחים שווי־זכויות". ...Connected nodes
