... החיים הציבוריים בלבוב חזרו לאט לאט למסלולם; חודשה הוצאת העו׳״ון היומי "טאגבלאט" בעריכתו של ד״ר צבי ביקלס. הקהלה חידשה את פעולתה התקינה. בראש־הקהלה עמד ד״ר אמיל פרנס, שכיהן בתפקידו עד ראשית 1917. לסגנו נתמנה ד״ר יהושע ואסר (1866 — 1939). בראשית שנת 1917 מסר קומיסר־הממשלה של עירית לבוב, ד״ר סטסלוביץ, את השלטון בקהלה לד״ר יעקב דיאמאנד (1856 — 1936) שחזר בסוף 1916 מן השבי ברוסיה, לשם הוגלה, כאמור, כבן־תערובות. בתפקיד קומיסר־הקהלה כהן ד״ר דיאמאנד עד נובמבר 1924. בזמן כהונתו מינה מועצת־קהלה של 10 חברים, בכלל ם — שני ציונים (ד״ר רינגל ואוראנש). גם ההסתדרות הציונית חידשה את פעולתה.
