... בין חברי־הועד נבחרו: יהושע מאיר גולדבאום (מותיקי האופוזיציה בשנים 1817 — 1820), פישל דובס ודוד הירש סוקאל, מאיר ירחמיאל מיזם, ליב שטרנ־ קלאהר, כולם משכילים מתונים ומקובלים גם על האדוקים. הם נתמכו ע״י מנהל־המשטרה ריטר פון־ סאחר־מאסוך שהיה מעונין בעלית האינטליגנציה לשלטון בקהלה. הועד ניהל מדיניות מתונה ונזהר מצעדים חריפים לגבי האדוקים והחסידים. פעולתו היתה: ריאורגניזציה של בית־החולים שהיה במצב ירוד מאד; סידור המסים וארגון מוסדות הצדקה.
