היהודית. העיריה היתה שקועה בחובות, ולא דאגה
לצרכים החיוניים, כגון: תיקון כבישים וחומות־העיר,
נקיון וכו,. מצב הסניטציה היה איום וסיכן את בריאות
האוכלוסין. לא היה פיקוח גם על סדרי הבניה. המצב
החמרי והתרבותי היה קשה וירוד ואפילו סוחרים
