יותר. הגוברניון הציע להאריך את זיכיונות בתי־המזיגה ל־3 שנים נוספות, ולהתיר למתגרים שנולדו לפני 1772 את החזקתם לכל ימי חייהם. בהנמקתו הדגיש הגוברגיון שלא היהודים אשמים בשכרות האכרים, אלא בעלי־האחוזות, המעונינים בהגדלת הכנסותיהם ובידעם שהיהודים מבינים לנהל את העסקים הם מעדיפים להחכיר את בתי־המזיגה להם.
השלטונות המרכזיים בוינה ("פעראייניגטע האם־שטעלעך) לא הכירו בצדקת הנימוקים שהובאו ע״י הגוברניום בטענה, שמשנת 1772 היה ליהודים זמן מספיק לבחור להם פרנסות אחרות. בתשובתם הדגישו השלטונות, שיציעו לקיסר ויתור אחד יי- לדחות את התאריך עד סוף 1787, בתנאי שלא תפורסם שום הודעה, כדי שלא לעורר רושם רע בציבור. אולם המלצת השלטונות לא הביאה תוצאה חיובית׳ וב־29 בינואר 1787 מסר הקיסר יוסף 11 את ההחלטה "להוציא מידי היהודים בגליציה את בתי־המזיגה ("שאנקאררענדען") בלי דיחוי; ובעלי־האחוזות שיחזיקו חוכרים יהודים למרות האיסור, יענשו ללא משוא־פנים בקנסות כספיים 13).Source passage 2
