ועד־הגליל לא התחשב בהוראותיו של הוויבודה
וגם לא בהחלטת הועד משנת 1752 והכיר רק ברב
ר׳ מאיר מרגליות. הרב ופרנסי־לבוב הגישו שוב
לוויבודה וגם אל המועצה הכלכלית של אוצר־המדינה
("ראדא עקאנאמיצ׳נא סקארבו קורוננעגו") את מחאתם
נגד פינחס שבירסקי, ברק רבינוביץ ויתר פרנסי ועד־
הגליל, שבניגוד להוראות והתקנות בהרב רב־גליל
שני. על יסוד מחאתם הזמינה המועצה הכלכלית,
במכתב מיום 3 בספטמבר 1765, את ראשי ועד־הגליל
