שלטונם המחמיר והעויין של ההונגרים בסקאלה היה
כאין וכאפס לעומת זה שבא בעקבותיו. אף ההונגרים, שביניהם
היו גם כמה אנשים בעלי רגש ויחס אנושי, רמזו כי עוד נתגעגע
אליהם. בסוף יולי הגיעו הגרמנים, חיילים ובעלי תפקידים
אזרחיים. בעיירה התמקם ה״צולגרנצשוץ", משמר הגבול והמכס,
אף כי הגבול הפולני־הסובייטי לשעבר בוטל בעקבות מסע
הכיבוש הגרמני הרחוק מזרחה. חיילי היחידה הזאת מילאו תפקידי
שמירה וערכו סיורים לאורך הגבול, בעיירה ובפרבריה הכפריים.
יעדם של הפקידים האזרחיים היתה אחוזתו הגדולה של הרוזן
גולוכובסקי, אשר נמלט עוד מהכיבוש הסובייטי. הגרמנים הקימו
בארמונו של הרוזן את ה״ליגנשאפטספרוואלטונג" (מינהל
האחוזה החקלאית), העבידו את האכרים האוקראיניים והטילו
עבודות־כפייה קשות על היהודים, אשר את מכסתם היומית חייב
היה ה״יודנראט" לספק בהתאם לדרישת השליטים. נוסף לכך
דרשו גם הם, בדומה לקציני ה״צולגרנצשוץ", לספק להם מצרכים
