בתחילת אוקטובר 1941 הוקמה בעיר צ׳ורטקוב המפקדה
המחוזית של הגסטאפו, ואחד מהרוצחים נתמנה ל״יודנרפרנט"
(הממונה על היהודים) במחוז כולו. במקביל החלו לפעול
השלטונות האזרחיים, ובפקודתם הוקם בצ׳ורטקוב ה״יודנראט"
המחוזי שניתנו לו גם סמכות הפיקוח ומתן הוראות
ל״יודנראטים״ בעיירות המחוז, עיקרן — הטלת מסים והשתתפות
בסיפוק דרישותיהם הסחטניות של הנאצים. אימה גדולה נפלה
על יהודי הסביבה בהגיע השמועה הנוראה על הרצח ההמוני של
עשרות אנשי האינטליגנציה הצ׳ורטקובאית, שנאספו על ידי
הגסטאפו, הובלו ליער הסמוך ונורו על פי בור הקבר. גם אנשי
ה״יודנראט" המחוזי נרצחו ונתמנה "יודנראט" חדש שנאלץ
להמשיך במילוי דרישותיהם של הרוצחים ביתר שאת. יהודי
הכפרים גורשו ממקומותיהם והצטרפו לאחיהם בעיירות, כשהם
מרוששים וחסרי כל. רכושם נשדד בידי האוקראינים ששתפו
