... מובן, שנמצאו יהודים טרדנים - שהרבו להביא
לגוברניון הצעות בשטח זה. אחד מהם, מנחם שנייאר,
הגיש ב־1805 תכנית לעשות את היהודים "לנתינים
מועילים ומאושרים". בכוונתו היה לקבל הוצאות־
הדרך לוינה ורשיון לשהות שם כדי להגיש את פרטי־
תכניתו אולם הגוברניון השיב לו, שיוכל למסור לו
בעל־פה את הפרטים והם יועברו לשלטונות בוינה.
באוקטובר 1805 נמצאה כבר תכניתו בידי יועץ־החצר
רייכמן, שמצא בה ענין רב, כי בפעם הראשונה מצא
בה "תיאור גלוי ובלתי־מחניף של היהודים ואפים". ...Source passage 2

... למחבר התכנית, מנחם שנייאר, בעל מסעדה
בלבוב, היה עבר הרפתקני. פעם אחת נאשם בגניבה
ופריצה, זוכה והועמד תחת פיקוח המשטרה. השתדל
לחדור לועד־הקהל ולהמנות על חבריו אך הוצא
משם. לא ידוע אם היה לו קשר לחוגי המשכילים.
מזמן לזמן הטריד את השלטונות בהצעותיו, שנשארו
במגרות הפקידים. והוא היה רק אחד מעשרות
הטיפוסים הטרדניים, שהציפו את המשרדים בהצעות
