יועצי העיר בראותם את יציבות היהודים התחילו
נוטים לצדם. הקומיסארים רצו לסיים סוף־סוף את הענין
ופסקו שיש למסור לרשות הישועים את הרובע עם
8 בתי היהודים יחד עם בית הכנסת של יצחק בן
נחמן. בו במקום הגישו היהודים ערעור בפני המלך.
יומיים אחרי החלטת הקומיסארים, ב־15 באוקטובר,
הכניס לתעודות ה„גרוד“ (בית־דין) נחמן בן
יצחק בשם הקהלה היהודית את דבר־הפלוגתא והבהיר
את המצב החוקי של יהודי לבוב: היהודים מתגוררים
בלבוב לפי החוק המגדבורגי וכפופים לו בעניני נכסי
דלא ניידי. הם בעצמם כפופים לוויבודה, הם נושאים
בחלקם בכל נטל העיר ורשאים הם להיות גם בעלי
הזכויות. זכות החזרת הבעלות למגרשים הקנויים
(אוויקצין) שייכת אך ורק לעיר, ולכן רק אתה בלבד
יכולים הם לנהל משא־ומתן. בתזכיר הביאו בקיצור
