אחרי הכשלון במלחמת־איטליה (1859) באו
שנויים במשטר של אוסטריה, שהביאו גם ליהודים
חופש מדיני ואזרחי. החוקים מ־29 בנובמבר, 20
בדצמבר 1859, 10 בינואר 1860 בטלו את הגבלות *
הנשואין, התעסוקה במלאכה ובמסחר, גבית־עדות
והדגישו את מגמת הממשלה לקבוע את מדיניותה לגבי
היהודים ברוח ליברלית. בראש־הממשלה בוינה עמד
אגנור גולוחובסקי (מ־20 אוקטובר 1859 עד 15 דצמבר
1860), שרצה לייצב את מדיניות אוסטריה על יסודות
של פדרציה, בניגוד למגמת ריכוז השלטון של ראש־
הממשלה שקדמ לו. בעמדתו רכש לצדו את הפולנים,
ההונגרים והצ׳חים, אך נכשל בגלל עמדת הגרמנים
וחוגי החצר הקיסרי, וכעבור כמה חדשים התפטר,
ובמקומו בא שמרלינג, מדינאי ליברלי, אולם אוהד
