... הפעם הגיש תכנית כיצד להפוך את היהודים
לנתינים מועילים ומאושרים בקיסרות. לפי דעתו,
משפיע החינוך היהודי בשלילה על האופי. ולכן על
המדינה לבדוק את שיטת לימודי־הדת י״התלמוד",
המחייב לשנוא את הגויים. החינוך של יהודי גליציה
מונע התקדמות ויש לחנך את הנוער בשפה הגרמנית.
לשם ביצוע התיקונים רצוי למנות מנהיג ארצי עליון
("אבערלאגדסעלטעסטער") במשכורת שנתית של
2000 סל׳, וסגן נוצרי לעזור לו. מתפקידם יהיה לערוך
מפקד מפורט של היהודים, ויש לבטל את הקהילות
ולהעמידן תחת רשות העיריות. בראש הקהילות של
לבוב, בדודי וקרקא יש להעמיד 2 פרנסים, וביתר
