הרשיונות שניתנו ליהודים. אגודת־השענים, למשל,
פנתה אל משרד־המסחר בדרישה לפרסם "חוק טוב"
שיאסור לתת להם רשיונות. הגוברניון הודיע שמספר
השענים בלבוב הוא 11 נוצרים ורק 2 יהודים, ואין
יסוד לתלונה על מספר־רשיונות מוגזם לשענים יהודים.

בבחירות בשנת 1870 נבחר בלבוב מועמד "שומר ישראל״ ד״ר הרמן פרנקל, שקיבל 2344 קולות מתוך 3550. הבחירות היו סוערות מאד. -,האגודה הדמוקרטית "של הפולנים יצאה נגד היהודים והפיצה עלונים אנטי־יהודיים בקהל. היו אפילו התנגשויות עם יהודים ברחוב ונופצו שמשות בדירות של יהודים. בככר־קרקא הגיעו הדברים לידי מהלומות־דמים עד שהצבא הוכר ח להתערב. ...Source passage 4

ללבוב . בתחילת יולי הגענו ללבוב , וכאן נודע לנו כי
מספר תושבי לבוב נהרגו לפני נסיגת הצבאות הרוסיים
מן העיר . זמן קצר אחרי הגיענו ללבוב הגיד לנו מפקד
פלוגת ההשמדה ג׳ ד״ר ראש כי במעשי ההרג השתתפו
פקידים יהודיים ותושבי לבוב היהודים . המפקדה הצבאית
ארגנה כבר בעיר מיליציה מקומית אוקראינית . ד״ר ראש
אשר עבד בשיתוף הדוק עם המיליציה פקד על הפלוגות
המיוחדות לתמוך בה . המשתתפים בהריגת הנ״ל והחשודים
נאסרו באותו יום ולמחרתו . נוסף על כך הובלה [ללבוב]

אלא לשם גזירת כרת על אלפי נפשות מעדת ישראל
בלבוב, הטלת ערבוביה ופחד־אימים בחיי היהודים,
טלטולם ממקום למקום. לפי־שעה הסתפקו הגרמנים
בכך, ואחרי עבור המועד הקבוע לסגירת הגיטו —
15 בדצמבר 1941 — לא אירע דבר. רוב היהודים
לא הספיקו עדיין למצוא דירות "מעבר לגשר" ובלית־
ברירה נשארו בבתיהם שבמרכז העיר וחיכו ברעדה
לעונש חמור. אך הגרמנים השימו עצמם כשוכחים
את פקודתם, ומאידך לא בטלו במפורש את גזירת
הגיטו. המועצה היהודית הוכרחה, איפוא, לנהל אתם
מו״מ ממושך. נראה, שנציגי הקהילה ניסו לרכך את
לבוֹת הגרמנים בשוחד ובמתנות הגונות, אך אין בידנו
מסמכים והוכחות. ברור היה, כי הגרמנים לא הקפידו
בענין הגיטו ומצב של "לא הא ולא דא" זה, של
ישיבת־אימים בשכונות ה״אסורות", נמשך עוד כמעט
שנה שלמה, עד ספטמבר 1942.
