ניהול עניני היהודים לידי ד,ס.ם. היה זה נצחונם של
הנאצים הקנאים על החוגים הכלכליים ה״מתונים",
שדרשו לדחות את ענין השמדת ׳היהודים עד תום
המלחמה. התנגדות החוגים הכלכליים והצבאיים
להשמדה באה לא מנימוקים הומאניטאריים אלא
מנימוקים תועלתניים גרידא. אירע שפקידים גבוהים
של השלטון האזרחי (למשל קובה, הגוברנטור של
רוסיה־הלבנה, פרום, ה.ה • סרפים, המומחה לעניני
כלכלה ואוכלוסיה בפולין ובאוקראינה) או גנרלים
גרמניים שלחו מכתבי־מחאה אל השלטון המרכזי הגרמני
והזהירו מפני הסכנות הכרוכות בחיסול "טרום־זמני"
של היהודים. גם האדמיניסטרציה הגרמנית האזרחית
בלבוב השמיעה קולה בענין זה. בדו״ח רשמי שנערך
ב־29 לאוגוסט 1942 (התעודה נמצאת בארכיון של
המכון המדעי היהודי "ייווא" בניו־יירק) כתב בא־כח
